* feat(skills): add prompt-optimizer skill and /prompt-optimize command Adds a prompt-optimizer skill that analyzes draft prompts, matches them to ECC components (skills/commands/agents), and outputs a ready-to-paste optimized prompt. Advisory role only — never executes the task.
