fix: extract BLOCKING_SEVERITIES constant, document broad catch

- Extract BLOCKING_SEVERITIES frozenset for extensible severity checks.
- Add inline comment on broad Exception catch explaining intentional
  SDK fault-tolerance pattern (BLE001 acknowledged).
