feat: salvage Django Celery workflow (#1812)

## Key Principles
|
||||

- **Surgical fixes only** — don't refactor, just fix the error
|
||||
- **Never** delete migration files — fake them instead
|
||||
- **Always** run `python manage.py check` after fixing
|
||||
- Fix root cause over suppressing symptoms
|
||||
- Use `--fake` sparingly and only when DB state is known
|
||||
- Prefer `pip install --upgrade` over manual `requirements.txt` edits when resolving conflicts
|
||||
|
||||
